Hubbard’s administration would bring a comprehensive urban development plan that builds sustainable neighborhoods from the ground up. The development would ensure sustainable construction, housing, walkability, transportation efficiency, renewable energy harvesting, and local food production.

We must eliminate poverty in Fresno. Lourin will work to secure funding from private and public organizations to fund a UBI pilot program for Fresno. About 10,000 Fresno residents living below the poverty line will receive a $500 check monthly for a year. Fresno will invest in their long-term prosperity, giving them the foundation they need to live healthily and sustainably.

With over 3,000 individuals experiencing homelessness or living in overcrowded homes, Lourin’s immediate priority is to instill resilience in the community. His administration plans to provide tax subsidies to developers of stores, grocery stores, banks, and churches to build affordable housing, update zoning ordinances for single-family homes to allow for affordable units, and convert vacant city and private buildings into temporary shelters or permanent housing.
